Shiny Stones are formed at random, however you can only find them by digging and mining.
You will require the Level 1 Logging and Mining Licenses because you are mining.
While you may purchase axes with a logging licence, you can only purchase pickaxes with a mining license.
Some rocks can only be mined with pickaxes, while others can be mined with axes. Axes are sufficient to acquire the shining stone.
Fletch will sell the Licenses to you for 250 Permission Points each.
Additionally, you can buy the axes and pickaxes at John’s shop for 1200 Dinks apiece.
To open the Shiny Stones in Dinkum and turn them into useful resources, you also need a Stone Grinder.
